A note on the title: The European Community is a legal entity which is geographically identical with the European Union (but legally one of several distinguishable parts, or pillars of the EU), and since the latter is a more widely known and used title it seems more logical to use it. -- Oden 20:08, 26 July 2006 (UTC)

The article should be re-written in terms suitable for an entry in an encyclopedia.
