Where is it said they only had 69 officially released games? I used Google news archive searcher and book searcher but can't find anywhere that specifically says that.

You can use the
database at AtariAge to verify that. AtariAge itself is considered a reliable reference by the video game project, having been itself used itself a reference and source by media, books, and the like including the current Atari. Just leave the search fields blank and hit the begin search button, and be sure and discount prototypes and homebrews from the tally. --
