It probably does qualify as fair use, but that's no why it's improper. It's improper because it's you (and, by now, others) editorializing about a subject where you happen to feel the excerpt is applicable. This is
not done around here.

It is relevant, and should be part of the article. However, I agree that the way it was used was bad. I've put it back, but with some references and in a less politically charged (and less US-centric) way. Please feel free to improve the wording/citations.
