The article references Eric Burgess's book, which in turn references a 1989 study by JSC. I have added a link to the JSC study, but upon review of it, while it does talk about lunar bases, I could not find any mention of Lacus Veris as a potential site. So either I have looked at the wrong JSC document or Burgess's book is wrong.
