The purpose of the "Notable people" section is to list people strongly associated with the entity the article is about. If a notable person was born, lived, and/or became famous in a particular place, a link to the article about that person would be appropriate in the "Notable people" section about that place. When there is no article covering the place, it may be appropriate to elevate and to include the entry in the article about a division to which that place belongs. However, one needs to be careful to avoid historical anachronisms. Gabdulla Amantay entry would be appropriate in Verkhneilyasovo, Buzuluksky Uyezd, and Samara Governorate articles, but not in Krasnogvardeysky District, Orenburg Oblast article, since this entity was not created until well after Amantay's death.
