The article says that "during a debate [Bond] made a comment comparing waterboarding to swimming, stating 'There are different ways of doing it. It's like swimming, freestyle, backstroke,' in response to the question 'do you think that waterboarding... constitutes torture?'" I don't think this is a comparison between waterboarding and swimming, I think it is a claim that there are different ways of doing both activities. That's quite different than saying something like, 'waterboarding is like swimming.'
