If both, then this should be clarified. Because of the relativly high price for a 25 min flight to Tel Aviv, almost nobody can afford it. The security costs of the airport building are around 30'000 NIS (7'000 US$) per month which should be paid (according to the municipality of Kiryat Shmona) by the flight operators, but the flight operators postulate it's the city's thing.
