Its a college for tank commanders (Russian Wikipedia) [1] -- mrg3105 mrg3105 00:16, 2 February 2008 (UTC) Ahm, my fault, I keep forgetting to provide explanation for translations. College is probably relative to US usage. The actual translation is Higher College, meaning more like the undergraduate degree. This college was a VUZ (Vischeye Uchebnoye Zavedeniye - Higher Educational Institution), and some VUZs were also Academies (I'm not sure why) and I'm not sure what the level of qualification was from this one.
