In terms of the "short text" rationale, as this an article on a subject (that does not exist and may never exist) it cannot reasonably be expanded beyond what we already have
In terms of the "overlap/duplicate" rationale, the existing content already duplicates the content at
Dublin–Navan railway line#Extension to Navan (station at Kilmessan was proposed, never progressed, may never progress).
In terms of the "context" rationale, and similar to the above, what limited speculative content might remain here can only be read/understood in the context of the (unprogressed) rail project it forms part of.
Bump. It's been several weeks, and I haven't heard any other thoughts. If there are no other comments, I'll likely go ahead with the proposed merge/redirect in the coming days.

Resolved. Another week or so has passed. And, absent any other thoughts, I've gone ahead with the merge/redirect. If or when the subject ever gets beyond initial proposal phase, the title can easily be restored.
