I'm not sure of that, but galay means children, and kandaw means lake, so it may be the name of Scout troops in Rangoon.--

Thank you! I do get bunches of Google hits on it, it almost seems to be the old name of a georgaphical section of Rangoon. Or, going from what you said, maybe it's what the Burmese Scouts called their
Sea Scout program?
