I agree but not sure what type of subheader to add because I dont want readers to think its part of the "Sherman and Cheyenne counties" section.? -

"Realignments" this section is pretty repetitive prose-wise, "resolution" appears almost 20 times in two paras.... it's almost like it's a candidate for a table...
Ok, I still think the map is not helpful really, but understand that it may be the "style" of the project. I'm okay with the structure, there are still overlinks (Goodland, Sherman County) but they seem to be templated that way, which is a shame too. But the rest is satisfactory.
