Far as I can see from their website, this is not "superseded" by the Journal of Belgian History. Journal of Belgian History simply is the English title of this journal. -- Randykitty ( talk) 13:56, 9 February 2014 (UTC)
Journals sometimes change publishers. Of course, that is not trivial in and of itself, but it is trivial when deciding if it is still the same journal. if you go to the website of this journal, the English, French, and Dutch titles are all prominently displayed on top, clearly indicating that this is the same journal. Volume numbering also continues seamlessly (although that, too, is not decisive, some journals change name and then restart volume numbering, we still consider them the same journal).
