I have tagged this article as a possible hoax because:
the information in the article is sketchy, unsourced, and seems unlikely (his grandmother being 109 at his death at the age of 78, for example)
the article bears no relationship to the corresponding article at
es:Jorge Cerdán Lara.

In view of the author's track record (see the many CSD nominations on his
talk page), I'd say this is a hoax.

I agree that most of this is a hoax, but he does seem to have been the Governor of Veracruz at one time.
WP:MX informed of situation and article tagged for cleanup.
