Make Dillon Rule a Separate Page?

The Dillon Rule is a legal doctrine that describes the legal legitimacy of local government in a majority of US states. While the Rule certainly can be referenced here, this article is a biographical one, not a jurisprudential one. This argument is buttressed by how the contrasting land use doctrine - the Cooley Doctrine/Home Rule - does have its own article, despite it being applicable to only a minority of US states.
