Can anyone find, quote, that most famous definition of the "target" of the Commission. The one with four(?) demands, where #1 and #2 are made impossible by #4 and the other way around, something like that??
If I remember right, something like "a more proportional representation system which does not change the present non-proportional representation system nor any voting districts, nor the final outcome of the elections"??
Anyway, the UK election results have evolved "kind of like magic" since those days.
I'm sure I remember wrong.
That could also be informative??
God and everyone bless the UK Jenkins committee, but EU, Scotland, Wales and North Ireland has promised to treat London City somewhat gently.

Independent Commission on the Voting System: Volume 2 was distributed on a CD entitled “VOTING”, and seemed not to be available online at all.
