The City Review (ref 17) appears to be self-published by Horsley, whose credentials I haven't been able to verify. It is also repeated in the External links.
He was a New York Times journalist for 26 years starting in 1961.

Ref 27 is not written/edited/reviewed by the AP, but rather transcluded from a source called Newswire. Not sure of this source's reliability.
I replaced it with a press release from NYU itself.

Author (Geoffrey T. Hellman) should be cited for The New Yorker article (ref 69)
Article overall is well-written, verifiable, broad, neutral, and illustrated. With only minor concerns on a few sources, I am putting this on hold for a week.
