Category:Villages in India when scanning two levels below, there are only three articles that use two commas, namely
Madhyakul, Amta, Howrah,
Jaipura, Ludhiana, Punjab,
Fatanpur, Pratapgarh, Uttar Pradesh. All the other 10300+ articles don't. There is only one
Ludhiana District. I would have moved directly but due to opposition by one editor, I now go this way.
