Is the designation "Islamic terrorism"—or some (near-)synonym such as "Islamist terrorism" or "jihadist terrorism"—attributable to official sources?

Europol is not the only source that can be used, but it has the benefit of enabling us to say "Europol classified the attack as jihadist terrorism" (or similar). Who would you attribute the designation to in this case?
