The article says nothing of the organisation behind IST. I thought, in Dar in the 1970s, that somehow the US government "helped".-- SilasW 18:19, 15 October 2007 (UTC)
Although the article originally used "program", all Wikipedia articles I found about the IB had "programme".-- SilasW 18:19, 15 October 2007 (UTC)
