Purpose of HAWC

I think this page could use a section on why HAWC exists, given that its range and speed seem similar to short-range ballistic missiles. I believe the answer is that flying at low altitude makes it harder to shoot down. I wasn't able to find any information that says it carries a larger warhead. Intuitively an air-breathing engine might be more efficient than a rocket because it harvests propellant from the atmosphere, but it also experiences much higher drag.
