Are u saying that Kip's only military allegiance was to NZ & he had none beyond that to the British Empire?

Yes. While the 2nd Division was under British operational (but not administrative) command, Kippenberger had the right to refuse any order and consult with the New Zealand government. He exercised this on a number of occasions. The King of New Zealand was also the King of England (he was the Emperor only in India), the two roles were constitutionally distinct. The post of Commander in Chief was exercised by the Governor General, not the King. New Zealand's relationship with the other Dominions like Australia and Canada was the same as that with Britain, namely that between Allies.
