Rewrite required
Oh my. All the "how-to" must go. Needs an overview paragraph. Needs less itemization of trivialities and a more general persepective. Probably also wants a "globalization" tag, especially when talking about who's allowed to do what wiring jobs. --

Definitely agreed with wtshymanski about the how-to... I've fixed one section that was particularly bothering me in terms of grammar but at some point I plan to come back and start actually rewriting the article.
