"In January 1917, he was acting chairman of the Railway Executive Committee, for which he was made a Knight Commander of the Order of the Bath (KCB)." Railway Magazine July 1915 says he was, "Chairman, under the President of the Board of Trade, of the Railway Executive Committee, by whom our railways are at present being administered on behalf of the Government".
