Since we're not talking about ways and means committees in general, but rather about Oregon's Ways and Means Committee in particular, shouldn't we capitalize it? The current name for the committee is the "Joint Committee on Ways and Means," (see https://www.oregonlegislature.gov/lfo/Pages/JointWaysMeans.aspx) but that isn't necessarily what it was called when Henry Semon was chairman.
