Something more general...how about Hazardous Materials Identification System? That article would have all of the HMIS Color Bar information plus the little snippet that is in the HMIS article. —

The
Hazardous Materials Identification System article seems to have been created simply to have a place into which the
HMIS Color Bar article could be merged. Why not simply rename the longer, existing article and then expand it? Why bother with the more time consuming merge process?
