In English, the two common names (a bit confusing) is "Green Great Wall" or "Great Green Wall" (notice the order of the "Great" and "Green"). After doing a search, the name "Green Great Wall" is somewhat more formally and commonly used both in English news and English-language Chinese state news media.
However, the official name of the "Green Great Wall" project in China is called Sanbei Forest Shelter Project. See

I don't think the project is to create windbreak. It's more like a massive reforestation project. And as said, it covers all 3 northern region of China ("Sanbei") which contains 13 province-level regions. Heilme 09:43, 18 July 2006 (UTC)
