This article is about the
civil parish which is named after the two principal settlements it contains, Grappenhall, and Thelwall. The two types of entities are not the same.
A
civil parish is a third tier local government area within the UK, and as such it occupies a conceptually separate position to that of the settlements it contains.
There are already well-accepted separations between the administrative areas and the settlements they contain elsewhere on wikipedia which are reflected in having separate articles about them. The fact that at the moment, this article is a stub, is irrelevant, given that it is in exactly the same situation as other stub articles that are not prodded, and it will not always be a stub.
