Promotion rule for minor titles after abolition of the promotion tournament (Oteai)

While somewhat confusingly worded in the Nihon Ki-in announcement "win title twice". The promotion rule for the second tier (Gosei, Judan, Oza, Tengen) titles is: Achieving challenger status gets 7 dan. Winning the title gets 8 dan. Winning any combination of two of them earns promotion to 9 dan. No requirement to win in the same title or defend consecutively. An example is Ichiriki Ryo who has been promoted to 9 dan based on winning the Gosei and Tengen tiles.
