I wondered about that too. We have some more details at our article on
Secunderabad Railway Station which says, "In 1969, the Golconda Express was introduced which would travel between Secunderabad and Vijayawada Junction. At that time, it used to be the fastest steam-hauled train in the country with an average speed of 58 km/hr." My impression is that express in India just means that the train is comparatively quick.

In India Express is a train which doesnt stop at each and every stop and is quite quick having an average of about 45-50kmph and higher fares. Golconda is an express train. The slower ones are called the passengers in India. —Preceding
