I guess someone felt (and I wouldn't necessarily disagree) that the subject meets
WP:GEOLAND. As a populated, legally recognised place, that is presumed to be notable, even if its population is relatively low. Granted some of the content of the article could do with a review. But the subject probably does meet project criteria. Unless an AfD on this topic, or a change in policy on legally recognised towns and places, suggests otherwise.
