I would have thought that this is one of the most used terms, yet it is not defined? Subsidiarity (European Union)#EU competences might provide a start? -- John Maynard Friedman ( talk) 14:38, 19 August 2020 (UTC)
I have declined these drafts, not because I think that they should not have separate articles, but because I think that whether separate article should be split out should be decided by consensus here. Robert McClenon ( talk) 03:35, 5 March 2021 (UTC)
