Needs additional reference materials, not just from one source (too book reportish), needs to answer the notability question -- answer is implied, but so what about the admiralty? why is it important? What kinds of authority did it have, how did this authority change over time, and under different governments? Did it implode upon itself? What were the various pressures within and outside the admiralty? How did it compare to the British admiralty, for example? or were there parallel structures in other states that it modeled?
