"many gangs with turf on the outskirts of the city and have hybrid sets that are found in smaller cities all over Georgia.":: What are "sets" here? Given that, what are hybrid sets? I am British and I am not familiar with USA street gang jargon. (I know what a gang's turf is.)

If you haven't learned yet, a set is a 'clique' within a gang or more accurately, smaller, street-level organizations holding to a gang-culture, usually within larger, more organized gang networks
