The first expansion was in 1993...— Remove the comma after "gymnasium", as "the second in 1998" is not a complete sentence. A ", and" joins two sentences that would otherwise stand alone.
all students living within 15 miles (24 km) of the school that they attend— unsure what is meant here, there's a missing verb
This is a model article on a school district otherwise. It's almost there.
