In this article, I understand that Free price system is a solution to the issue of offer and demand. While it might be true in most cases, is there cases where it is not true?

For instance, what does happen when a vital resource (such as food or appartment) is not available for everybody because too much expensive? What does happen if a private company is in position of cartel? What does happen if price of energy or foreign money is instable?
