Commander in Chief of Prince Edward's Island

In 1891, the New York Times reported that Lord Stanley of Preston had been appointed in 1888 Governor General of Canada and Commander in Chief of Prince Edward's Island. [1] This could have been an error, but it might point to an anomaly which existed before 1904?
