Name of subject
I wasn't quite sure what the name of the article should be, and even then what the DEFAULTSORT should be. I have no idea how Tiwi names are applied with regards to surnames, family names, generational names, so if anyone has any insight into this, please reply here.
As a Tiwi Islands Shire Councillor, he mostly appears on minutes and other council documents as Maralampuwi Kurrupuwu (and sometimes "Francis Xavier Kurrupuwu"). He has a Google+ page under that name, on which he says he is also known as Francis Xavier Kurrupuwu.
[1] His wife is Ancilla Kurrupuwu.
The Australian newspaper refers to him as Francis Xavier Maralampuwi, and "Mr. Maralampuwi".
[2] The Country Liberal Party website refers to him as Francis Xavier Maralampuwi.

The Northern Territory Electoral Commission
[4] (and hence the ballot paper, and Antony Green's ABC site
[5]) refer to him as "Francis Maralampuwi Xavier" and "XAVIER, Francis Maralampuwi", with the surname "Xavier". This is the name and surname sorting I have used.
I have no real insight to offer here, but I can say that I recall Antony Green originally listing him as "Francis Xavier Maralampuwi" before changing it to "Francis Maralampuwi Xavier". Since then he seems to have been referred to as simply "Francis Xavier" quite often.
