I suspected the author wanted to use the term grass roots, depicting a thorough approach of action at the basis, instead of grass routes, which I have never heard, but which sounds to me like a cross-country-hike. I changed the phrase accordingly, but I'm not a native speaker, so please let me know if I'm wrong here.
