I think we need a source for there being a line named "Filton Bank Line". It seems to me that two separate names - "Filton line" and "Filton Bank" - have somehow been merged. According to

This book indicates a summit just to the north of Horfield. According to

In view of the above, why does no-one correct this error in the name ? I live in Bristol, and to my knowledge, "Filton Bank" refers to the incline.
