Local Access Alert → Emergency override system – Reviewing newspaper articles and other documents discussing these particular systems ( [2], [3], [4]), Local Access Alert does not appear to have been an official name used for them, with "emergency override system" or "cable override" appearing to be the preferred terms. While I do need to find a reliable source for this claim, according to this YouTube comment, the Local Access Alert term is apparently only used by some Emergency Alert System encoders, and usage of these override systems predates the EAS.
