According to
Official website, Elbonia is just a Fourth-World country, nothing about Eastern Europe's mentioned there. Thus, I'm removing that bit.

The strip that first mentions Eastern Europe can be found in the compilation "Seven Years Of Highly Defective People", yet Mr Adams' notes in said book on the subject of Elbonia say that he has no specific country in mind. http://www.dilbert.com/strips/comic/1990-04-02 for the comic.
Image:Elbonian icon.gif is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use.
