I have heard of a lot of massive government-created construction projects going on in Egypt lately, such as New Alamein, an expansion of the Nile Delta, the flooding of a depression somewhere in the west, the "Suez Canal on Rails" project, expansion of Cairo's various public transit systems, and more. While I have no idea if these are all part of Vision 2030, I would find it likely that at least some of them are.
