The designator "Offseason and/or practice squad member only" is meant for players who never played a snap during the regular season for the given team. The last word, "only", isn't superfluous. So long as we agree that Ozigbo played during the regular season for Jacksonville, the fact that he is presently on the practice squad doesn't matter.
