I do not fully agree with this. This is akin to the old fashioned view of quality assurance where you checked products for conformance. Quality assurance has moved hugely since - you build quality as an integral part of the process that produces your product - in this case the product is data. Also does anyone truly believe application software and database designs can assure us of high quality data? I think data quality assurance has a long way to go to catch up with mainstream quality assurance.
