To editor BigHaz: indeed it is how the EBU classify it. Eurovision.tv even state 53-year history for Portugal. And if my calculations are correct, 2017—1964=53. Even the BBC stated Portugal have waited 53 years for their first win. So it is based on years and not appearances. If you can recall back to when Finland won, the EBU did say they had waited 45 years for their first win. And that the holders of the longest wait went to Portugal who were currently at 42 years.
