I have removed the following two sentences as unsourced, they balance each other out but they shouldn't be used if no source can be found. Thygard - Talk - Contribs - Email ---- 06:31, 30 July 2006 (UTC) reply

David Hunter proclaimed that the act effectively emancipated all the slaves, but President Lincoln claimed it did not, and in practice the act did not do so.
