I'd like a more detailed explanation of why an assembly would use a committee of the whole. What can be done or cannot be done in such a committee that makes it different than a full assembly? Committee of the Whole → Committee of the whole – Per WP:NCCAPS, only proper nouns should be capitalized. As this article covers committees of the whole generally, and not a specific body, it should be treated as a common noun. Ibadibam ( talk) 20:33, 16 June 2014 (UTC)
