Mike, this article is reasonably decent. You might want to ask:
when did the district council vacate the building?
who owns the building?
what is the current use?
In her 2012 article, Westport historian Carolyn Hawes (good person to engage with, I suppose) lamented that the council does not want to insure the building (so they presumably own it; is that still the case?).
