Probhibtion of burial in church land

The article claims (with no citation!!) that the Catholic Church prohibited burial of unbaptised on church land. This is a misleading statement. Cillín are an Irish phenomenon, rather than a global phenomenon. If it was a rule they would be all over the world. You sometimes see evidence of Cillín abroad in medieval reports eg.
