All we can go by is what's in the episodes. Justin identified it to Ellie as a CIA base. We initially assumed it was actually a Ring facility, until Chuck and Co. broke in and determined it actually WAS a government facility. There's certainly nothing to say that Beckman's office was a permanent one, it may have been given over to her use while she was there for the briefing. Pop Culture References

When noting Pop Culture references PLEASE refrain from adding those that require significant amounts of stretching or interpretation. Shaw shooting Chuck's dad is NOT an "obvious" reference to Last Crusade, as it is a very generic scenario (not only that, but there is no relation between the situations beyond the bad guy killing the main character's father in front of him—a VERY common trope in many genres of fiction, fyi.
